Managed Learning Programmes: Developing skilled engineers

OEA Tutor, and Assessor, Kevin Bates explores how learners that enter the energy sector through a Managed Learning Programme (MLP) are sometimes perceived as less capable than apprentices or traditionally time-served engineers. Kevin shared:

“MLPs are recognised pathways into skilled trades, leading to industry qualifications such as ACS for gas engineers and equivalent certifications in plumbing and electrical disciplines. They combine technical training, practical skills development, supervised workplace experience, and evidence-based assessment to demonstrate competence in real working environments.

“Learners are trained in health and safety, regulations, installation, commissioning, fault diagnosis, and maintenance while gaining hands-on experience under qualified supervision. When delivered correctly, MLPs develop the knowledge, skills, and behaviours required for safe and effective practice.

“Crucially, MLPs and apprenticeships lead to the same, or equivalent, industry-recognised qualifications. The competency standard remains the same; only the route to achieving it differs.

“Concerns about MLP learners often stem from poorly delivered "fast-track" courses rather than the MLP model itself. In safety-critical industries, competence can only be achieved through robust training, supervised experience, and rigorous assessment. There are no shortcuts.
